BACKGROUND: Virtually nothing is known about the man who calls himself Capital Eagle. He was deployed by a shadowy agency of the United States government to assassinate Anarky after it was decided that he was a threat to their agendas. The conflict went poorly for the Eagle, who was beaten with ease. During this event, Anarky taunted the Capital Eagle, calling him a tool of the establishment.

There are rumors that Capital Eagle was the product of a military program designed to find a suitable candidate, clothe him as a superhero, and unleash him upon the public. The Capital Eagle would secretly answer to the federal government but would avoid outright ties with them, so as to make him seem more like a ‘man of the people.’ The Eagle would, hopefully, even be invited into other groups, such as the JLA or the Justice Society, where he would serve as the government’s mole. Whether or not this is true — or if these stories are just the ramblings of conspiracy theorists on the internet —  is unknown at this time.
