Background
Lionel Fenwyck was one of several henchmen Eterno the Tyrant “materialized” to fight the Mighty Crusaders. He was originally a non-powered actor making a movie when Eterno found him and “transformed” him to a “real” super-villain. He was apprehended shortly after battling the “Mighty” team and changed back to a normal person.
Something about this guy screams mafia boss to me – it’s probably memories of Spidey villains like Hammerhead influencing me. Despite his lack of powers, I think he has an interesting gimmick and think you could use him to good effect in a street-level campaign.
