Background
Very little is known about Mr. Scare, save that he was a foe of The Web and a master of disguise. During his one known battle with The Web, he was done in when a mysterious new hero appeared on the scene – Pow-Girl! In truth, Pow-Girl was The Web’s wife who just wanted to spend more time with him. Given that Mr. Scare is pretty much a blank slate, he would be easy to update and bring into a new roleplaying campaign or adventure. Given his motif, I’d treat him as a one-man Scooby-Doo villain with all kinds of crazy get-ups and plans to make him seem scarier than he really is.
