Yes it is. It blew me away as a teenager, and holds up well.
I think the quality of the Alan Moore run has made people forget how wonderful the earlier stuff was. In fact, I find myself re-reading the Wein/Wrightson stuff (and even the later Pasko books) much more often than the Moore material.
